I haven't done many commissions, but when I do I usually give the information i think is absolutely necessary, any reference images I can, and a link to the deeper rambling stuff in my lore doc

Most artists are willing to work with you. It's how they make a living, after all. Just focus on the relevant details. Art is a visual medium, so describing what the character looks like is vital. You can probably leave out details such as likes and dislikes unless they somehow pertain to the end result.
